Yes, and the card must be active. The first voom receiver I bought on ebay had a card but it had been deactivated when voom went out of business. When they sent the "kill hit" the satellite feed or the receiver had to be unplugged for it to work. The good news is that there are a lot of active receivers for sale on ebay. They usually sell for around $60.00.
