Questions on Biloxi Locals

Can someone explain to me why my local package has 2 New Orleans channels that are in HD on 129 but are given to me in the Biloxi MS DMA in SD I understand the 2 locals in Biloxi are only SD(not sure why when direct gets them in HD) but why don't they give me the HD versions of the 2 New Orleans channels I get?

Dish only broadcast the major 4 networks in HD. Are NO channels in the big four?

Yes I am talking about the big 4 all of mine are in SD even though they are carried in hd on dish it makes no sense if I "move" to NO I get them in hd
