Do you have two Coax cables coming into the house that use to feed the 522? (2 cables go from Satellite dish, inside where 522 use to sit, check to make sure there is 2 cables coming out of Dish, and that at some point inside there is two cables, most installers only run 1 cable through the wall and use diplexers to combine two satellite feeds into one, then one feed back into 2 after getting inside, you should have 3 coax cables in your house, at least by your 811) One cable goes to the 811, the other is not plugged into anything and another cable goes to the basement.
If this is correct, then you can go to wal-mart (or any electronics store) and look for a coax cable barrel, it is about 1/2" long with threads on both ends (actually most are threaded from one end to the other) with a nut in the middle like these
http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=5823506970&category=50999. You only need one, wal-mart sales them in pairs, so you can have a back up for some other day. (you don't need 100 like this ad is selling, just showed you that so you can get an idea of what I am talking about)
What you will do is take the 1 coax cable that is open from the satellite dish, and screw it onto one end of these, then the other cable that goes to your basement goes on the other end. (it don't matter which one goes on which end, so don't worry about that) Then in the basement, you will take the coax cable and screw it in on the 311 where the satellite feed goes. Then you want to get another piece of coax (or how ever you want to hook your 311 up to your TV) and run it from the output of the 311 to the input of your TV in the basement. You can not run the coax cable to the TV anymore, it has to go to the 311 then to your TV. And that should be that, you should then be able to turn the 311 on and have the ability to use the 311.
Did you have the 811 installed professionally? Did the installer mess with the dish? He shouldn't have, but if you do this and you can't get satellite feed on the 311, check to make sure both of your coax cables are actually attached to the LNBF on the dish. LNBF is the head thingy with the white face that is facing towards the dish on the arm on the satellite dish. The installer could have unplugged it, since he thought you didn't need it anymore. Just hook it up, and if it don't work, check to make sure that is still connected. You can remove the one screw and the LNBF comes off, gently pull it out after removing the screw and make sure 2 cables are attatched, if not, attach the other cable running into your house onto any of the available places on the LNBF. LNBF looks like this

Good luck,
