Poor signal quality

I installed a new pansat 2500a with a Norsat 0.6 db lnb. The receiver shows excellent LNB signal strength (above 70%) but no signal quality. Also, the receiver shows small level a quality and suddenly jumps to 100% quality then back to 10%. Is this a receiver, LNB problem. The dish is a 10 foot with excellent C-band reception. I am using an older KTI dual Ku/C band feedhorn. Is this a possible problem?
 
signal strength doesnt mean anything...its signal QUALITY that matters

Have you tried to scan for something on the C-band? If you did, then it sounds like the KU band LNBF might be bad.
 
Remember also that KU-band needs to be pointed bang on the arc where as C-band is MUCH more forgiving!
 
The feed horn is older technology before Chaparrel's co-rotor model. I'm not sure about the feed horn since Ku was just getting started with I purchased this feed horn. I will try to re-align the dish using Ku but the C-band pointing was set dead on.
