Hope this is the right place to ask this question.
I have a Fiber Optics connection to Dunnellon, Fla. - Florida Cable.

In order of importance is the phone, Internet then TV.
The company running this is unreliable and the continuous phone service
is a MUST. What phone service can I get besides ATT which I hate.
I would prefer a land line. They work during Hurricanes.

Cell phone are to expensive and toys for kids.
Any help would be most appreciated......

I don't know about all that other stuff you posted but I might argue with you on that statement I quoted you on as it would depend on what type of phone and plan you get.

Here in Virginia there is a regional cell service provider (Ntelos Wireless) that offers a prepaid service (FRAWG plan) that I have had for about 18 months now that is both cheap and works great! I have the service charged to my credit card and pay $30 a month for UNLIMITED SERVICE, INCLUDING LONG DISTANCE as long as I'm on their network. The phone I use is a simple standard Samsung flip phone and I have text and data disabled so I can get the cheaper rate. This phone replaced a Verizon land line that cost right at $40 a month + any long distance charges. So I don't consider my phone to be a toy or for kids only.

Some other cell providers are now providing a box to go in your house that allows you to connect a standard phone and or answering machine to it and it acts just like a regular land line but is actually a cell service. They even allow you to keep your old land line phone number too. My next door neighbor has one of these through US Cellular and they say it's great and costs less than my cell service.

Not too long ago a 'cable' rep stopped in and tried to sell me bundled service, cable, phone and internet. Big selling point: "It will save you money" I asked: "prove it"? Well, to 'bundle' it all, I'd have to get a bigger cable package so the total would have cost almost 40 bucks more than current separate services. Their come back. "with the bigger package you get 100 more channels". I looked over the list and found only one channel that would be 'nice' to have and only one more that's a maybe. I asked "Sell the bundle to me for what I'm paying today and you got a deal" Their reply "Can't do that" By by, not. buy buy.

EDIT: may get more comment if the thread is moved to the general cable area.

To the OP's question, it is possible that there is a regional phone provider that leases the lines from AT&T that may have the customer service and support you want with the reliability of a land line.
