Pentagon Channel POwer up on AMC1?

Maybe its just me...but Pentagon channel (the one on AMC1) has always been at a 40 quality for me (30", .3, motorized)

Last night while scanning, I saw it jump up to 70 quality but back to 40...moved it one notch east and now Pentagon is at a 65-70 :)

Wonder if they cranked the power up or something?
(I know I could probably get a better signal if the LNB was skewed for AMC1, which I found out isn't like the other satellites...its like 26 degrees off)
 
I did not get any problem with my trusted hh100 and my 36 dish I found it with no adjustement; once I manullay input the freqs on the reciever. my quality was 65%.
