PC Card OTA vs Dish STB OTA

I seem to get better and more stable lock on OTA signals on any of my Dish receeivers than on my various PC Card HD OTA cards The boxes and cards in question are:

Dish 211
Dish 942
Dish 811
Dish 6000

Fusion 5 Gold
Fusion 3 Gold
ATI HDTV Wonder

I realize that you can't compare the signal meters on one card vs another or STB vs STB or card vs STB, as the software showing the signal stregth may not be using the same scale. I am simpoly referring to signal lock and a consistent stable signal that results in the best viewing experience with the least interuptions.

Looking to see if anyone else noticed this with any mix of the above components.

My HTCP with ATI HD wonder is the most stable,VOOM stb second 811 and the 411 bringing up the rear, NO dropouts, just the numbers

Where I live in Texas, there is hardly anyone (as fas as I know) who can pick up the CBS Local HD channel OTA with the 411 and 942 receivers.

This has been going on since March of this year. I really don't know what anyone can do about it apparently it is a Dish network software problem .
