newbie to HDDVD ?

If you are ready to buy right now, I would strongly recommend Toshiba HD-A1 (HD DVD player). The best picture quality at the lowest price.
Blu-ray (a competitor of HD DVD format) so far represented by one Samsung player, has less than impressive PQ at a twice higher price. So, at this point it's an easy choice. However, things may change within a few months: until the format war is over, there is a risk with either format.

ty....When will the decision be made which format will be the standard? Any ideas?

No one really knows. Neither camp seems to be willing to give up, so it may take years.
HD DVD camp came out (with players and movies) first and delivered what currently looks like a better product.
However, Sony, the main Blu-ray supporter, seems to be putting all the money on the upcoming PlayStation-3, which will have a built-in Blu-ray Disc drive.
The next few month will be interesting!
