New Install, Options?

Hi, I am ready to come back to Dish (I had it about 2 years ago). I am getting ready to move into a Condo (there are lots of trees). There still may be a line of site however I cant mount the dish to the balcony. It can sit in a tripod or in a bucket of cement or something but not bolted. Are the installers able to make these kinds of installations, or does it have to be more "permanant". There is a crawl space under the condo, so I would assume he could run the wire that way. Also want voom package, will they include the dish 1000? I am in asheville nc, and greenville spartanburg sc is my dma.
