Need Advice On How To Deal With Dish & My Low Signal Problem

First a little background: Back in April I decided to go with Dish Network. I live in a lower apartment & when I called to sign up I told the Dish rep I wasnt sure if I had LOS plus my apartment has regulations on where the dish could be mounted(only on my porch area). The Dish rep told me the install tech would make the decision when he arrived. Well the tech arrived and I explained my apartment's regulations on where it could mount. I said if he couldnt do it then no big deal, Id go with cable. He said he could & set me up with a 922k & a 211k with the dish mounted on a railing on my porch. Over the past few months & Ive been having signal issues. Any rain, cloudy days, or even windy days I lose my signal. I had another tech come out & he said I had terrible signal strength. He said one satellite I was getting a signal strength of around 10 & the other was in the low 20s. He really couldnt do much because of the limited places he could mount the dish-he did some minor adjustments & thats about it. With the HD channels I only get the ones in from one of the satellites. HD wont work with the other. After he left I called Dish customer service & they are now sending a senior level tech out in a few days.

My question is what are my options if the senior level tech cant do anything? Im only into 4 months of a two year contract with Dish. Am I screwed?

To my thinking, since Dish installed it, they would have to get you a good signal or let you out of the contract. If the Senior tech can not get you a good signal, I would insist while he is there that a decision be made about letting you end the contract. He probably can't make that decision, but he can call from your apartment and make the case that it has to be done.

Just an update-the senior tech came over a day early(they had an opening & called to see if I was around). All he could do was mess with the dish alignment a bit. He got the signal strength in one of the satellites to the low 20s & the second satellite to the mid to high 20s. Fast forward a few hours & I've lost one of the satellites already. getting a signal strength of 12. This is frustrating :(

I have to pay for these visits, right? This is starting to get expensive.
