I have a friend in Loring, Montana (ZIP 59537) that was wondering if they have access to national feeds or local programming.

Is there any definative way of checking where national and local coverage will be delivered.

All of the web site places where you enter your zip say that you MAY have coverage, even if no local channels comeup.

Are tese areas defined by the FCC somewhere??

The "may" phrasing on the directv.com site is for the place where you enter your zip code. That zip comes back as showing no locals available. Getting distant networks would involve obtaining a waiver, which may be automatic or may require approval of the local stations covering that area (it depends on the OTA coverage of the stations). Your friend would have to contact Directv and ask.
