I think we can take this with a huge block of salt. HEVC is supposed to be twice as efficient, roughly speaking, than MPEG-4. Sixteen times the resolution? Sounds like trying to put 16 pounds of "stuff" into a 4 pound sack.

Well with MPEG-4 you can get 1080p in 5mbit or about 1/4 the TV bitrate. So, if HVEC could get 1080p in 2.5mbit perhaps they could pull it off.
