MPEG-4 white paper

From the white paper:
"Today's highly integrated MPEG-2 decoders deployed in consumers' homes cannot handle MPEG-4 based compression. With MPEG-4's greater compression efficiency comes a cost of greater encoder and decoder complexity. New boxes with greater processing power will need to be deployed to handle the processing intensive AVC video decoding and High Efficiency AAC audio decoding."

I've read on some of these threads where people think it will just require a software update. But it sounds like new hardware will be required for MPEG-4.
