"moving" from New Orleans

I live in Slidell, La. 70458 which is just outside New Orleans which does not have their locals in hd. I get all of them with my ota except nbc which isn't broadcasting since hurricane katrina. I don't understand the spotbeams and transponders and was wondering which market I may be able to "move" to to get locals in hd.

I have a vip211 receiver with a dish 1000

and pick a market on the 129 satellite. none of those are spotbeam

should i pick a market closest to where I am? also, i only get a 75% signal on 129, 100% on 119, and 75% on 110. would this be a problem or do i need to move my dish to get a better signal on 129?
