what number do I call to get my locals changed, I live really close to Houston 1hr but they gave me waco locals. what do I say or do

you just cant call and change your locals. The FCC & Nielsen decide which county gets what locals

now if you "move" (a search here will give plenty of info) then yes you could get Houston locals.
