Local Station Uplinked but Not Available

What are some of the reasons that a local station would be uplinked but not available to subscribers?
It sux being without CBS...

Dish could be in carrage negotating with that peticular cbs affiliate and if there close to a deal that could cauze for it to be uplinked but not avabile..
