Local guide data

Is it possible to get local guide data without having a local package. I would rather use my OTA adapter and not have to pay $10 for locals.

Right now the only way to drop the $10 locals package is if you have the Flex Pack. Folks who do have the Flex Pack have noted that they DID retain their OTA local guide data once they dropped the local package.
