The possibility that they will add this channel in the next 4 years is 100% as it is mandated by the FCC.
When during the 4 years is anyone's guess. They have to have all HD Locals in 25% of markets in a year, but it is unclear whether they do so in small markets, to save bandwidth, or whether they will do so in big markets, for better sales and marketing...
PS The satellite that will enable them to add it will be online in mid-January and the spotbeam for San Francisco will probably be online in late January. So that is the first point when they will have the capability to add it.
