How to unlock a ROM10 A23 card?

I'm a newbie in testing with DISH, IRD2700 & ROM10 plastic.

I get the following error while trying to read my ROM10 card using Nagraedit4.1 & ISO programmer:

1. How can I unlock my card? Are there any freewares to unlock my card?
