How Can You Get The Transparent Guide ?

I know this has been discussed a lot here, but no matter what I try I cannot get the transparent guide. I saw a glimpse of it once or twice and then when I switch channels I lost it. Can anyone give me instructions on how you activate the transparent guide ?
