help me is not working new pansat 2500a

i have a new pansat 2500 a,when i plug the receiver,. only recived 4 horiz. lines on the front of the receiver. what i have to do. to works, the remote control is new and dosent work too, i unplugged the receiver for 6 hours
trieng to discharge the volatile memory.its right; in that way? or what i have to do ,. to work my receiver
i hope that someone can help me

there's a master switch on the back..turn it off, wait 10 seconds, then turn it back on

If it still doesnt work, then contact who you got it from
