I have a Hughes HTL-HD. When viewing HD the commercials and station breaks require reformatting to fill the screen. How can I eliminate this? Did I miss something in the manual??

If you are watching a 16x9 HD show the commercial is 4x3 thus the different aspect ratio. This will be the norm as long as there is mixed ratio content on the same broadcast channel.
 
My TV has a setting for this kind of thing. I have a Sony 30" Wega widescreen CRT tv.

I have mine set to show everything originally in 4:3 to show in 16:9. The setting for HD is set to OAR or original aspect ratio. Some shows and commercials will have the black bars on the sides, but will always go back to 16:9 if the show is in widescreen.

All SD is in 16:9.
 
What I mean is all SD is stretched to 16:9 as to not leave those black bars and eventual burn in.
 
When watching the HD channels the SD commercials are sending a 16x9 image with the black bars inserted so the receiver won't stretch it out. The commercial breaks aren't long enough to cause burn-in so I wouldn't worry about it.

I've watched a ton of letter-boxed DVD movies on my old 55" rear projection that would have black bars on the top and bottom for hours at a time and that didn't cause any burn-in so I would doubt the commercials will burn-in.
