Has Luken's Car TV launched? Is it Airing Regular Programming or is it still a Loop?

I had noticed on RabbitEars that a Station has it as a subchannel,

I thought this would be the best place to ask since some people have access to this channel,
I was just curious because a local broadcast station in my area will be getting a construction permit soon and going digital at some point,
I just felt it was a possibility that they would add this channel if it has launched and is airing regular programming,

No,
I thought that Car TV possibly had launched,
but apparently it did not and that station on RabbitEars either has a placeholder for the channel or is running a loop of the same episodes feed,
They did rebrand TNN to Heartland and My Family TV to The Family Channel,

no they've had "car tv" up there for a good 2 years now just as a placeholder
