Are the cable connections the same for swapping out a H20 to a HR21?

Yes, except you should have two cables from the dish (or multiswitch) to the satellite inputs (unless you are lucky enough to have a SWM). You can also use a coaxial digital output if desired.

Highly unlikely, since they are only being used in a few areas on a "if required" basis. Rumors on dbstalk indicate December or January for general availability, if you are willing to go with only one tuner until then.

What is a SWM?

It's a single wire from the dish that can carry two signals, eliminating the need for two lines from the dish. It's not in general use yet.
