No the new hopper fee is $10 but the price lock is for 2 years.
AFAIK the $10 is only for new customers who take the 2 year price lock deal.
By then they will no longer be new customers ,but former customers.Correct. Then it increases to the normal $15 after 2 yrs.

I agree. I've have a habit of moving providers since they rate increases are reduces and its way cheaper to leave and come back. IN reality there seems to be little different between them.Quite possibly.
