I'm considering switching from cable back to D* but my local channels are not available in HD yet (Huntsville, AL DMA) but probably will be "soon". If I install now, would the dish requirements change in order to receive the local channels in HD when they becomes available? If so, would D* charge for an upgrade installation?

The way everything is set up at the moment, if you went with the HD package you would be required to get the 5 LNB set up (free) and that dish will handle all channels available.
As for locals, the new locals are all going on the new mpeg4 format and currently that puts them on the 99 or 103 sats.
Yes you will have what is required to get your locals when they are available.
