FTA PCI receiver cards

I'm looking at the 1030a PCI card;

and have a few questions;
Is this hardware based? If it isn't are there any that are?
Are the CAM slots useful in the US. I was told elsewhere they are only for Europe etc.
Is there something 'better' (I hate to ask the 'what's the best' question) than this for FTA and 'testing'?

I already have a MyHD ATSC tuner card in the box that I nplan to hook up to a Microdisplay (when I get it) in the next couple of months.

Forgive me for being stupid as I am interested in this as well.

I don't believe the person was looking to hack, but wanted to know what the card slot was for and I am wondering the same thing.

Is it possible to use one of these FTA tuners and get a legit card to subscribe to stuff like Globecast or some of the adult channels up there?
