Fox Chicago HD terrible picture quality

For almost two years now, I have been experiencing picture quality issues with my Fox Chicago HD locals and I am not sure what I can do about it. I have reproduced the issues on multiple TV's and even multiple providers (Dish and Comcast).

The first problem I noticed is that skin tones frequently have a very orange hue, particularly noticeable in House as one example. In addition to that, certain colors seem to bleed into the rest of the screen. Especially in dark scenes, colors bleed into the dark areas making the entire picture look very washed out and there is often a visible flicker in some areas of the screen (typically seen in horizontal bands). Throughout dark scenes in House, there is often a blueish hue present through the entire image.

I may not be explaining it very well, but the quality of the image is nothing short of awful. Considering that I have the same problem with multiple TV's and multiple providers, I can't be the only person experiencing this, so how is that the problems still persist after almost 2 years? Does anyone else with Chicago locals notice the same issues?

Is there someone at Dish, possible a DIRT team member, who could pass this information along to someone at Fox Chicago who may be able to provide an explanation? I suffered through the last few seasons of House with sub-par picture quality and expected that eventually something would change, but that still hasn't happened. What can I do to get these issues resolved?
