In the Comcast-Time Warner Cable review, FCC Chairman Tom Wheeler faces a dilemma. If the $67 billion deal is cleared, media consolidation continues. However, the combined company would be subject to net neutrality rules imposed on Comcast when it bought NBC, even though the courts won't let the FCC apply those regulations to other companies. So, Chairman Wheeler has a chance to extend open Internet protections -- by allowing the creation of another media giant.
