FCC Response to HD Distant Stations

I sent FCC an email asking if new waivers are required for HD distant stations when you already had them for distant analogue stations. They said it is up to individual networks whether they require new waivers or not. However, in the FCC fact sheet they sent along with their answer, it says that if you are "unserved" for analogue (which also includes folks with waivers), then you can get distant digital/HD stations if your satellite provider offers them.
