Have you run a temp coax to troubleshoot?
I agree with Cham, you have way too many variables. Don't know if the coax is damaged, poor quality screw on connectors, LNBF may not be working, the tuner not correctly configured, maybe not enough current to power motor/LNBF, the motor may not be tracking, unknown dish elevation angle, maybe a defective VOM and working 15 feet up a tower.... Seriously, I don't know of many more unknown problems that could be added to this scenario. WOW!
Yep. A lot of things can go wrong. Anyway, I have my Azbox Elite (running Enigma 2 firmware/software) hooked up to the Ku dish with a Birdog between it and the slaved TBS DVB card and using Kaffeine software on Linux. Getting strange results. It's strange that the TBS card is scanning Galaxy 19 Ku @97W OK but I can't get anything scanned in with the Azbox. The antenna is moving with the Azbox controlling it. I doubt that the enigma 2 firmware is an issue since the Azbox did scan in stuff off of AMC1 Ku @103W but it couldn't find COZY (maybe it's gone?) and it didn't find anything on 11760 H 30000 (DVB-S2/8PSK) or 11940 V 20000 (DVB-S/QPSK) - kaffeine (using the TBS card) only found NBC DC HD SES-3/19F CAP-3 (reports 11940 V 20000) - w_scan found nothing. I don't know why. Don't know why Kaffeine sees something on both sats while Azbox only sees one. The SQ is > 60 so I don't know what the deal is. I have to say, also, that although the Azbox shows 80% SQ on SES3 Ku the picture looks crummy - Kaffeine gives S/N as 100. The Birdog says it's 98% SQ though. I had to edit scanfile.dvb for kaffeine even though linuxtv.org provided a file dated 08/2015 - but that didn't help.
Too many issues. I'll figure out what's wrong with all this stuff eventually. To put a positive spin on this, it'll keep me busy in my retirement. Of course, the wife would prefer that I get other stuff done.

Now, I need to figure out where this scanfile is since w_scan isn't using .kde/.....kaffeine/scanfile.dvb or the files in /usr/share/dvb/dvb-s/
Info is skimpy concerning these utilities. Even manpage w_scan doesn't tell you where to find the scan/satellite/channel list. kaffeine documentation/wiki is lacking also.
