FCC has authorized E15 to transmit on Transponders 23 and 24.

But, transmissons on these two transponders are restricted to pay for view or similar broadcasts that customers do not expect to receive on continuing basis (ie recurring scheduled programming).

And, customers have to be informed in writing of the restrictions.

Why would they want this authority on a temporary basis? It's not like EA is hurting for space right now.

23 and 24 were originally licensed for a proposed system that never got built and reverted back to the commision. Something like 10 or 15 years ago. Then the FCC got sued regarding how they were allocating the DBS slots. So, they froze all new applications until they developed a new method of dispersing those licenses. 23 and 24 are orphen transponders at 61.5W that got caught up in the freeze. The FCC has been giving Echostar/Dish continous renewals of "temporary" licenses to use the transponders for many many years. It is doubtful if anyone else will want them because of the slant angle 61.5W has for Conus coverage. The new licensing procedure is still a work in progress.

They had been allowing unrestricted use of the two transponders for several years but no more. Read the order to see their reason.
 
This is nothing more than red tape. The FCC cannot sell the TPs as mentioned above. They also cannot let it look like Dish has them either. So, they just make Dish reapply to borrow them over and over. No one will ever want these besides Dish anyways (no one is going to build a satellite for 2 TPs), but the FCC is stuck, Dish is stuck, etc. So, until they resolve the DBS allocation issues, these TPs will float in limbo. Dish can just stick PPV on them. It is a pain for Dish, it is a pain for the FCC.

Noticed that they turned up TP 23 and 24 strong signal here in Puerto Rico. And also noticed they changed TP 15 to CONUS service, strong signal also here in PR. Wonder what are they up to.
