E-15, TP 26, in PR-- What's the deal?

Does anyone knows what is the deal with this transponder (TP 26 on E-15)?
It seems, from the signal strength reports, that only people in Puerto Rico can see this transponder (and with high a strong signal).
I am receiving TP 26 with a meter of 71.
