I need help on the DVB streaming.
I have a server with a DVB card, so I can capture satellite signal. I have VLC with DVB drivers installed on it. (or it might be any other application enabling to capture satellite and stream to the network). The server has a fixed IP address.
However, my remote clients need to watch the stream, and their IPs are dynamic. So I can't use unicast nor multicast (they might be connected to any wired or wireless network).
The best would be if they could receive the stream as rtsp or http.
Any help to solve this is appreciated.

the server works like a webserver. the clients connect to the server and the server sends them video.

ie my dvb computer is

http://10.0.1.20:1234

I just open vlc on any computer in the house and goto file open network and type that url in.

well I use tsreader. so you just ctrl-0

you can get complicated and make custom server strings and assing them to ctrl-1 ctrl-2 etc. but I havent bothered with that yet.

"they might be connected to any wired or wireless network)." You're not going to be able to do this. Essentially you want your stream to go all over the internet and be available to any client. That's simply not going to happen, you'll be flagged , I suspect , by the bandwidth monitors on routers and shut down. The network itself won't allow the internet wide broadcasts.
That's my suspicion anyway.

if you want to stream over the internet then you can make a custom vlc string to transcode it to a lower bitrate, you'll prob need to go below 1mbps though.

there is lots of info on how todo this on vlc's forum.
