Does LNBF determine Mpeg version?

None, just as with analog and digital OTA signals all satellite signals are various methods of oscillation, only the tuner determines whether you can see MPEG-4 or not.
All MPEG-4 tuners can see both MPEG-2 and MPEG-4.

It's easy enough to build a tuner that can only decode MPEG-4, but no one currently does that because there are so many MPEG-2 channels still out there.
To the original poster - channels on "eastern arc" (1000.4 dish at 61.5/72.7/77) can have different quality than channels on "western arc" (dish at 110/119 and either 61.5 or 129). This is because Dish has somewhat different constraints on each system, and some channels happen to have more bandwidth in one system than the other. There is no consistent better quality on one system - mainly because Dish will move channels around, upgrade the encoders, and change how many channels are carried per frequency, etc.
BUT, people only watch a handful of channels, so they may find that a particular system - by chance - happens to have a somewhat better quality feed of that particular channel right now. That may change in the future.

I think the point was that the LNB doesn't care what types of 1s and 0s are coming through it.
The reason I ask is that I had the 1000.4 and for some reason about six or so channels would have a difficult time locking in when I was surfing. It always was the same channels, 182, 183, 184 and I believe 111, 118 ;etc. After an error message and a wait of 30 sec. to a couple minutes, they would usually appear. Sometimes thought they wouldn't come on line at all.Otherwise my picture quality couldn't have been better across the board. I have a Panasonic TH-42PZ85U and VIP722. They replaced my 1000.4 with two 500's and now the channels come up OK but my picture quality has been downgraded on the SD channels. My signal strength is 75 on 61.5 and around 70 on 110 and 119.

I've been told by Satellite Solutions; my installer, that all there 1000.4 intalls have the same reception problems with these channels. I also read where another provider in So. Carolina has the same issues with about seven channels not locking on properly. My installer has contacted DISH and is told it is a software problem and they are working on it. In the mean time all installs from my provider are switching back to two 500's until the issue is resolved.
