How likely will I get approval for 2 more distant networks, if two others have approved them for me already?? Do each of the networks go by the same criteria?? Or..?

I've been trying to get ABC, CBS and NBC for almost 1.5 yrs, but the bastars just keep rejecting my requests. On the other hand, the guys from my local FOX approved it the first time I sent the request, and to my surprise, in less than a week.
