What does it actually mean when a channel is uploaded? That it is now viewable?

If you mean uplinked, that simply means the channel is on the satellite somewhere. That does not mean it's viewable by anyone other than Dish.

But what is the hold up? Is it an engineering issue? Contractual issues? Only Charlie knows?

My location is between Fort Meyers and Tampa. Dish has my programming package in the Tampa market. Most OTA HD channels from Fort Meyers tune in better than Tampa. Fort Meyers has Dish HD locals. Tampa does not. Tampa has been uplinked for a while now.
