As Rosarito is roughly 20 Km from the border I see no problem you can receive the signals from the West Arc 129°W; 119°W & 110°W, even with the original hardware being used....there MUST be plenty of local dealers since my best guess is that there's a large amount of US citizens living in Mx and even more close to the beach......
If you want to give it a try by your self Dish Pointer there's also an app it's better because it will guide you right beside the antenna and give you a rough idea of the birds location, it vibrates when you are on target.
If you need assistance by a local dealer or tech, I typed on Google Dishnetwork Rosarito MX and got a few options:

I found a web site they claim that the best option for Rosarito is DirecTV (US) check their comments HERE

You must know that Dishnetwork has a latino service in Mexico Called Dish Mexico and their counter part DirecTV is called SKY Mexico.
