That's correct. Only a DVR tuner can access the VOD channels (ch 1000 and up) and initiate downloads. But once the download has started, it shows up on the whole house DVR list. Just remember that the DVR is limited to one remote stream at a time. You can't watch a stream on both H24's from the H24 at the same time.
You WILL be able to initiate RECORDINGS from any of the 3 receivers. But one little quirk that you don't usually think of is if you start watching something on the H24, then a few minutes in decide to record it, the HR24 will only record from when you push Record because it doesn't have the first few minutes in its live buffer.
