Dish CBS-HD NFL blackout rules

I know there are a lot of questions about the confusing NFL blackout rules, but this situation puzzles me.

I am in the Pittsburgh DMA and have CBS-HD because the Pittsburgh CBS station (KDKA) is owned and operated by CBS. This week's game broadcast by the CBS-HD New York station, Jets vs. Browns, is blacked out for me. This was also the case for last week's Jets vs. Ravens game.

When I called DISH I was told that this is because my local CBS station (that I receive in SD as part of my locals package) is showing the Steelers vs. Bengals game at the same time and the rules require that I 'patronize' my local CBS if it is also showing a game.

I guess I do not really understand the rules. I thought the blackout rules would take effect only if the CBS-HD from NY was showing the SAME game as my local CBS, but I was told that ANY game is blacked out if the games are broadcast at the same time.

Is this correct?

Actually it's the other way around (at least it's worked that way for folks on D*)

You get blacked out on all games that are out of your market (games that your local station is not showing) If your local station is showing the same game as CBS-HD, you should be able to watch it because the owners of the station are the same people, so their is no loss for them if you watch the other station. But the other blackout rules are enforced by the NFL...
