There is one particular program, Jay Leno's Garage, that does this every time I download it. Why? I can't imagine there are any DRM issues with it such a program. If I fail to watch it on my tablet, there seems to be no way to get it back.

Dish's agreement with programmers is if the program is moved off one one device it must be removed from the other. Unfortunately there is no easy way to move them back if your done.
This is certainly not universally true. I move programs all the time and am able to keep them on the Hopper. As I said, this is the ONLY program I've seen this with. I can't say if it affects others from the same source since I don't watch CNBC except for Jay.
