DirectTv HD Locals -- Please explain

What is the process for local affilates to braodcast their HD signal over Direct's system?

According to my local affilates in the Shreveport market, Direct is to blame why they are unable to broadcast their HD signal.

However, I wrote a letter to Direct and there response was "they would be happy to broadcast the signal. The affilates just need to make the request".

Of course, I am not shocked that one side puts the blame on the other.

I want CW to be in HD from the satellite but, don't have it. My CW affiliate says they are happy to provide it to DirecTV but, nothing yet.
