Des Moines, IA locals in HD

Des Moines locals in HD come in on both 129 and 61.5. 61.5 is running well with the HD locals. 129 keeps dropping the locals for anywhere from a few seconds to a few minutes, they come back and then drop again. Talked to a technician who said that he had swapped LNB's only to watch the same thing happen again. This is happening to all Dish customers from what I can tell. SD is fine, no issues. Does anybody have any idea what is going on? This has been happening since friday. If I watched local channels I would have asked a lot sooner.

I watch OTA for locals. 40 miles from the towers and strong signals. I'm checking the Sat HDs right now and not seeing any issues.
