CONAX NC3000 CO is FTA?

Sorry for the question, a guy want to sell me this box marked as DVB, but I can not find any information abot if it is good for FTA

I may be mistaken but I think the Conax NC3000 is a digital cable box if I remember right. Maybe someone else can chime in here...
