Maybe try calling the Loyalty Department number (1-888-496-1260). I am not sure if you are in an area where you can get a Locals Only package for $15 before surcharges and taxes. That would be the best scenario if you only want locals, but I am not sure it is still offered. I know not everyone got it when it was available during the height of the pandemic.
A second option available would be the $15 International Basic package [

https://my.dish.com/upgrades/international/chinese-basic] is no longer offered. While the package does not include locals, you may add them for the $12/month fee. I also think you have to pick an international pack for it. So, I would choose the cheapest, as the Portuguese: RTPI for $9.99/month. I would ask if it is possible not to add it, but I think you probably have to have one [

A third option would be DishLATINO Básico for $51.99/month with locals [

The fourth option would be Flex Pack [

I do not think Welcome Pack ($44.99 with locals; $40.99 if grandfathered), Smart Pack ($62.99 with locals), or Dish America ($79.99 with locals) are for sale any longer, although the last two have got expensive. I guess it could not hurt to ask, though. The worst would be getting a no.
