c-band satellite equipment requirements

I am assisting a non-profit that is considering a satellite setup in an isolated region of Tanzania.

Although I am an I.T. person, this satellite stuff has me absolutely confused.....

Can someone explain to me the pieces that are required? Perhaps any good locations for used equipment?
