Best way to paint your dish

I am installing a new dish of high plastic quality. The HOA requires that I paint the dish so it blends into our beautiful upscale gated community. I understand I need to lightly sand the dish, then prime the dish with a superior sticky primer and then apply the final approved paint (aka wooden acre). I would love to hear frm someone who has recently done this and if they have any suggestions on the getting job done right the first time. I also assume that I should paint the dish prior to installation.
