Right now I'm thinking at moving back to Directv, we don't have a balcony, terrace, deck or patio like the otard regulates. I'm on the second floorof an apartment So I'm looking for any other way I could do this. Any suggestions?

I do have one wire to each room, Do Directv DVRs still need two connections for DVRs?

And it's still 4.99 per DVR + 4.99 per unit after the first right?

Its $5.99 for a DVR fee. But its One fee, Not 1 fee for Every DVR. And Yes addtional rooms are still $4.99 extra.
There is a single wire solution now as well, Not 100% sure if D* is installing these with every new install . In your case maybe. But otherwise you don't need 2 wire's to your DVR ,Unless you can't live without being able to record and watch live tv at the same time.
