Best way to format 2TB+ external HDD from NTFS to FAT32?

I have a couple external HDDs that I need have formatted to FAT32 for use with my PS3.

I have both a Windows XP as well as a Windows 8 (64-bit) PC, but I prefer to use the Windows 8 PC.

I have used Fat32Formatter on the Windows XP PC before, but I don't know if it's Windows 8 compatible.

I've heard about EaseUS Partition Master Free, but it may be more than I really need, and I don't know how complicated it would be.

I'm looking for free (if possible) and simple.

Any suggestions?
 
You'll need to use the Windows XP machine to do it. Windows Vista and later are limited to 32GB on FAT volumes.

A better option may be to boot the Windows XP machine to a live Linux CD like the Ultimate Boot CD and do it that way.

There's a pretty good chance that your Windows 8 machine won't boot from CD if it came with Windows 8 pre-installed because of the staggeringly ill-conceived "Secure Boot" feature.
