They don't need to be. That's just the thing with terrorism. It's not just the actual damage that affects people, it's also the thought of potential damage that really affects people. Those 4 bombs could have just as easily been much larger and damaging. The (possible) reason for these is to essentially shut down the transportation system in the city. Shut that down, and you essentially cripple the entire city.
